Port Leyden couple charged with animal cruelty

The Lewis County Sheriff’s Department has charged a Port Leyden couple with animal cruelty for allegedly trying to castrate a seven month old puppy.

Twenty two year old Franklin Larkins Jr. and 22 year old Kimberlin Rogers are accused of tying a rubber band around the dog’s testicles.

Police also say the dog was not licensed and not up to date with it’s rabies vaccinations.

It was taken to a local animal hospital and then turned over to animal control.
