A Watertown man was charged with felony third-degree criminal mischief, animal cruelty and three counts of endangering the welfare of a child. Thirty-one-year-old Mark Adams of Mundy Street is accused of slashing the tires of his wife’s vehicle Monday night.

Police on scene described Adams of “maintaining a household of deplorable conditions which included garbage in every room, rotten food and limited pathways of movement through the entire house.” His three children, ages 12, 10 and 5, all lived at the residence as well.

Adams also allegedly severely starved two pitbulls. He was held in jail before being arraigned Tuesday in City Court.
